Guidance for managing ethical issues in infectious disease outbreaks by the World Health Organization. Previous guidance from the WHO focused on the specific pathogen. This document started with the work of ad-hoc ethics working groups that met in Geneva, Switzerland to provide guidance on the use of untested interventions during the 2014-2015 Ebola outbreak in West Africa then expanded to address the cross-cutting ethical issues that apply to infectious disease outbreaks generally.
